Eastern
Market Update
On
behalf of DC Office of Property Management (OPM), this update
reports on current activities and plans for Eastern Market.
Community
Workshop
OPM
welcomes the new year at Eastern Market with a community workshop on Thursday
January 17, from 7-9
PM, in the cafeteria of Hine Junior High School (8th
& Pennsylvania Ave., SE). The workshop will solicit
community opinion on the current Eastern Market management structure
and input for the Request for Proposals OPM intends to release early
in 2008 for a new market manager.
OPM
welcomes participation from all individuals, groups and
organizations with an interest in the future of the Market and the
selection of a new manager. The session will be led by David
O’Neil, a senior associate at Project for Public Spaces (PPS), an
internationally recognized leader in public markets and public space
design and management.
Construction
Update
There
are three separate contracts for the renovation of Eastern
Market—for the roof, the windows and the interior. Work in
the roof on the South Hall has begun and can be followed on a
recently installed webcam (opm.dc.gov,
click on Eastern Market, webcam link). The historically
accurate fabrication of the windows has begun off-site; the interior
window work is scheduled to start later this month. For the interior
renovation, OPM and the Office of Contracting and Procurement are
evaluating the responses to the RFP. This work is expected to
start shortly and be completed by early 2009.
North
Hall/Market 5 Gallery
The
Arts Program in North Hall is one of the key components of Eastern
Market and OPM has planned the renovation to keep and improve the
space for the current activities, including a new demountable stage,
lighting, HVAC, curtains, windows and doors.
OPM
and the market manager, Eastern Market Ventures, will work with all
users, including North Hall tenants, both inside and outside, the
community and all interested parties to make the construction as
painless as possible.

Eastern
Market Mural Map
27 distinguished artists created murals to cover the
boarded-up windows of Eastern Market’s South Hall. A free diagram
indicates the location of each, the names of the artists who painted them,
and the title of
each work.

The flyer also lists the artists of Eastern Market, who are still
exhibiting and selling their work each weekend while the historic building
is under renovation.
What
is EMCAC?
EMCAC
was established in 2002 as part of DC Council passed legislation governing
the long-planned updating of the 134-year-old Eastern Market.
It serves as the representative body responsible for working with
all elements of the Eastern Market community and the District
agencies—Office of Property Management, Department of Transportation,
DCRA, etc.—that have oversight over the District-owned building.
At the time of the fire, EMCAC, working with the Office of Property
Management and their architects, had approved plans for the Market’s
renovation that are approaching 90% of completion, as well as a
streetscape plan that was slated to begin next month, but which has now
been postponed.
Members of EMCAC include representatives of the
Market’s merchants, outside vendors, community groups including the
Capitol Hill Association of Merchants and Professionals (CHAMPS), the
Capitol Hill Restoration Society (CHRS), the Stanton Park Neighborhood
Association and the Eastern Market Preservation and Development Committee.
